Sailors should receive state aid for purchase of sailing boats and Subsidy payments every time the sails are hoisted. If the sails cannot be used because of (a) too much wind, or (b) no wind, then guaranteed minimum payments shall be made equivalent to the amount payable on the average sailing day when the sails are in use. Payments shall be set at a level designed to make sailors extremely rich.
The money to make these payments is to be raised by taxing everyone who hasn't got a boat in proportion to the amount of time they waste being not on the water.
