I doubt that #809 is the original sail number for the boat in the picture but the sailor might well have once owned a Laser with a 3 digit number. He was quite active in the Laser in the early and mid 70s.
You are very welcome Doc. The Newport Laser Fleet does prefer sailors to use 4 digit (or longer) sail numbers, to avoid the occasional duplicates when 3 digit numbers are used. But I don't think any RC is going to DSQ #809 from every race.
