I didn't take the photo myself but it is of the gondolas in Providence, Rhode Island. The black things you can see in the river are, I think, for WaterFire, an event when 100 bonfires burn on the three rivers in downtown Providence. Providence, of course, is also famous as the home the Big Blue Bug, the world's largest termite, and as being named one of the "Best Lesbian Places to Live".
A boat race with everybody crammed together and screaming and shouting at each other? Not in Providence Joe, but the North American Laser Masters in nearby Newport in October will probably be a lot like your video.

My only guess was going to be "Someplace other than Venice".
Providence is almost like Venice.
Does Providence have the same wonderful aroma as Venice during the summer?
Don't know. I can't smell Venice from my house.
