Quote #8 was indeed by Garry Hoyt. I found it as a quote at the head of a chapter in one of Stuart Walker's books so I'm not sure if it was from "Go for the Gold" but it might well have been.

Your clues revealed the author (unknown to me).

The subtitle of his book "Go for the Gold" is "Somebody has to lose... but why you?", so just a guess on that one.

When is the hat ceremony for the winners?

Hat ceremony is at Fort Adams, Newport this weekend. Anyone who answered a quiz question correctly AND sails their Laser in all the Fleet 413 races on Sunday afternoon, will win a coveted hat of their choice from Tillerman's vast collection of only slightly used sailing caps.
