Since nobody got the answer to my previous quiz, although O Docker got very close to it, I have now posted the answer in the comments to that post Quiz.
This is a wild guess, and probably wrong because it doesn't make sense. With his childhood, I doubt he ever spent time on a sailboat. However, I know he did meet Kennedy once. And presumably Mitterand.
The sailor in the picture is indeed Prince Philip, the husband of Queen Elizabeth of England. The picture was taken while he was at school at Gordonstoun in Scotland.
As well as being a keen racing sailor in later years, he was also a sailor in the sense that he had a career as a naval officer before marrying Elizabeth and before she became queen.
Not surprisingly it was very easy to prove with the Google that he met all those world leaders in his official capacity as the queen's consort.
That's where I found it Dallas Dude. I was only vaguely aware of the details of Philip's early life and this book certainly fills in a lot of the details. What an amazing family and what a lot that boy had to deal with growing up. It's amazing he turned out as sane as he did.
Sail training has always been a major part of the curriculum at Gordonstoun, so I wasn't surprised to read in the new biography by Philip Eade that Prince Philip sailed at school.

Which brings another clue. The boy in the picture could speak and write excellent French.

Clinton tried sailing once or twice, and he didn't like it.

Good guess. But not Edward Heath. But our sailor did meet him. Clue #7.
King Juan Carlos
No idea. But I was impressed by how he is steering with his foot on the tiller. I wonder if that technique would work on a Laser? I must ask him.
Oops. I guess that is Clue #8. Our sailor is still living.
Unlike his near contemporaries John Kennedy, Bus Mosbacher and Edward Heath. Oops. I guess that is Clue #9!
